Dubai. The flight is short from most Indian metros, the visa process is well established, English is widely spoken and getting around is straightforward.
Thailand is easier and better connected, with more direct flights and more tourism infrastructure. Vietnam is less crowded with Indian travellers and has more variety in scenery, but needs a day or two more.
