How to choose a travel agency in India: 9 checks before you pay

Which travel agency is best?
There is no single best agency, and any list that names one is usually an advert. The right agency for you is the one that gives you a clear written plan for your dates and group, answers when you message, and is still answering when something changes mid-trip.
The nine checks below work for any agency, large or small, in any city. Run two or three agencies through them with the same brief and the difference shows up quickly.
Is it cheaper to use a travel agent?
Not always. A single bus seat, one hotel or a flight is often the same price or cheaper when you book it yourself.
An agent earns their margin when a trip has several moving parts: a tempo traveller for a group, blocks of rooms in peak season, permits for Nubra or Pangong, a houseboat night, an airport pickup at 2 am. Agencies also get group and contract hotel rates that individuals usually cannot.
The fair test is to price the same hotels, room types and transport yourself for your dates, then compare that total with the agency's written quote.
Check 1: the agency is real and easy to find
Look for a Google Business Profile with a working phone number and reviews that mention actual trips, such as the destination, the group type or the hotel. Generic five-word reviews tell you very little.
The website, the Google profile and the WhatsApp number should all show the same business name and number.
Registration helps but is not the whole story. The Ministry of Tourism runs a voluntary approval scheme for travel agents and tour operators, and some state tourism departments, Delhi's among them, publish lists of registered operators.
Check 2: an itemised, written quote
A good quote names the hotel or at least the category for every night, the room type, the meal plan, the vehicle (for example a 12 seater tempo traveller, not just 'transport'), the sightseeing that is included and what is not included.
If two quotes differ a lot in price, compare them line by line. The gap is almost always a hotel category, a meal plan or a vehicle size.
Check 3: payment terms before the first transfer
Ask how much advance is needed, when the balance is due and which account receives the money. Pay to a business account where possible, and ask for an invoice if your company or college needs one.
Be careful with any agency that wants the full amount immediately for a trip months away.
Check 4: cancellation and change terms in writing
Get the cancellation and date-change terms in writing before you pay, including what happens if a road or flight closes. Hotels, airlines and permit offices each have their own rules, and the quote should say which ones apply.
Check 5: an itinerary that respects distance and altitude
Be wary of plans that pack two big drives into one day or skip rest. Leh needs a slow first day for acclimatisation, the Delhi to Manali bus is an overnight journey, and Rohtang, Pangong and Gulmarg's gondola depend on season and permits.
A good agency tells you what will not work for your dates, not only what will.
Check 6: one named contact during the trip
Ask who you call if the cab is late or a hotel room is not ready, and save that number before you leave. Group trips go smoother with one contact who has the whole plan in front of them.
Check 7: reviews you can read, not just a star rating
Read the recent reviews and the critical ones, and see whether the agency replies. A business that answers complaints calmly is usually the one that fixes problems on the road.
Check 8: group and college trips need extra detail
For a college batch, school group or corporate team, ask about the coach or tempo traveller seating, rooming lists, a teacher or manager contact, and how the agency handles a traveller who falls ill.
Check 9: walk away from these warning signs
A price far below everyone else for the same hotel category, pressure to pay today to hold a deal, no hotel names until after payment, no written cancellation terms, and payment only to a personal UPI ID are all reasons to slow down.
